Who we are seeking:  We are seeking a front-line face that is enthusiastic, self-motivated, results-oriented, and willing to play a central role in the establishment of Community LINC’s affordable housing program.  The Affordable Housing Project Manager will further Community LINC’s efforts in the development and preservation of affordable housing, moving projects from site identification through conversion.  The Affordable Housing Project Manager is responsible for assisting in the establishment and on-going management of all aspects of the housing development process, including pre-development, funding applications, financing, design, and construction of assigned projects. 

 

Responsibilities

The Affordable Housing Project Manager shall possess excellent communication skills and demonstrate patience and kindness while working under pressure and delivering quality service. The right candidate is able to:

  • Plan and execute projects that meet the affordable housing strategic goals while carrying out Community LINC’s mission
  • Knowledge of affordable housing development housing and bond financing, community development, legal, and construction management.
  • Demonstrate an understanding of the complexities of working with at-risk and/or homeless population.
  • Advocate for housing equality for the homeless and at risk-populations.
  • Be part of the front-line to introduce internal and external community partners to the affordable housing program.
  • Identify and compile a list of possible real estate properties to purchase with details regarding housing features to meet the need of varied family needs and compositions.
  • Track and report on the project status with the goal of on-time and on-budget delivery.
  • Prepare, maintain, and report on project progress to Community LINC’s board of directors, senior leadership, and other project stakeholders.
  • Provide technical support to project management team and external vendors.
  • Meet weekly with project team members to identify and resolve issues.
  • Organize, negotiate, coordinate, document, and facilitate project partnership and land closings.
  • Secure and manage bid procurements for property renovations.
  • Order home inspections prior to purchase when needed.
  • Work with utility companies on the average utility history cost on homes  prior to purchase.
  • Transfer utilities into CL name when property is purchased and order shut offs when occupancies take place.
  • Review all general contractors cost proposals for fair market value and submit recommendations for the scope.
  • Review invoices submitted for professional services and submit to formal approvals and payment requests for the approved invoices.
  • Create, compile and execute requisite funding and project disbursement recommendations and maintain pristine records and accounts.
  • Assist Owner with the procurement of product warranties and other critical documents, as needed.
  • Conduct weekly field observations and perform site inspections and report any deficiencies in a field observation report.
  • Initiate and maintain ongoing cordial, professional relationships with outside entities and various stakeholders.
  • Assist the Programs staff in identifying, cultivating, and preparing families for homeownership to qualify for a mortgage.
  • Co-facilitate the affordable housing educational pre and post-purchase classes for interested applicants as well as educating them on the available down payment assistance programs.

Qualifications

  • Business in human-services related field or business with considerable knowledge in residential home construction, project management, and real estate development.
  • Five years background in Affordable Housing Development.
  • Five years of progressively responsible management experience in a homeless shelter or similar setting with homeless or hard-to-serve populations.
  • Self-motivated and directed with the ability establish processes and procedures for a new initiative.
  • Past experience building work scopes and monitoring budgets.
  • Demonstrated knowledge of Housing First principles and practice.
  • Possess exceptional self-management, organizational, and team engagement.
  • Demonstrated ability to achieve performance goals, practice-informed problem solving, and exercise solid independent judgment.
  • Demonstrate leadership and interpersonal skills.
  • Work effectively with a diverse population.
  • Working knowledge of Microsoft Products.
  • Ability to pass a criminal background check and possess a valid driver’s license.
  • Exhibit behavior that supports the mission, vision, and values of Community LINC.
  • Perform tasks simultaneously.
  • Exhibit professionalism at all times.
